Looking directly at the High Electricity Boulder, this line is located on the far right of the boulder directly next to a "monstrous poison ivy plant that flourishes in summer". Climb the large crack.

A pad and a spotter will do. SPOILER: you may want to avoid contact with the poison ivy plant.
